Croatia, the European Union’s newest member, has a ways to go to address shortfalls in human rights protections. Thousands of people with disabilities continue to be denied the right to make decisions about their lives, while the process to move people out of institutions and into community-based living is limited and slow. Serbs and Roma continue to face discrimination, with Roma facing particular difficulties accessing basic state services such as health care, social assistance, or education. National courts have yet to address the bulk of war crimes cases. The asylum and migration system remains inadequate.
