Training and Learning
The GPC is committed to continually improving protection capacity. To this end, the GPC has developed dedicated trainings and learning programmes for field protection cluster coordinators and partners. In this section you will find information about trainings (stand-alone on-site workshops) and learning programmes (modular blend of learning components undertaken over a set period of time usually four months). This is being done to assist partners to change attitudes and engrained specific organizational cultures towards an inter-agency approach, so as to ensure that the overall humanitarian response is effective.

PROTECTION CLUSTER COORDINATION
The Protection Cluster Coordination (PCC) Learning Programme is an initiative led by the GPC Task Team on Learning. It aims to assist in building the protection coordination capacity of participants in field protection clusters. The PCC programme is open to all protection cluster members at national and sub-national levels, including civil society and government counterparts, as well as members of sub-clusters and AoRs.
The overall objective of the PCC programme is to enhance participants’ skills and knowledge across several areas, including, among others: Humanitarian Reform and Implementation of the Cluster Approach; Normative Framework and Definition of Protection; Protection Analysis Tools; Protection Strategy Development; Communication and Presentation Skills; Effective Coordination Skills.
The PCC Learning Programme comprises a self-study phase and a four-day workshop. The workshop is tailored to the needs and request of the specific field protection cluster. The PCC Learning Programme is routinely offered in English and in French. The programme can also be delivered in Spanish and Arabic.
TRAINING OF TRAINERS ON PROTECTION IN PRACTICE
The Training of Trainers on Protection in Practice (ToT PiP) was developed and rolled out by the GPC Task Team on Learning. This learning programme has been designed to increase protection cluster coordinators, co leads and sub-clusters coordinators’ understanding of protection principles and strengthen their skills in organizing and conducting protection learning initiatives in the field. By completing this ToT, humanitarian specialists in the field will be able to utilize the protection training materials to train other protection cluster members and relevant stakeholders on that content.
The ToT aims at fostering a common vision of protection and developing capacity to respond to the identified gaps in protection response. Furthermore, the goal of the ToT is to create a pool of solid trainers in IDPs protection who apply adult learning theory to develop learning activities on protection. Concurrently, by providing a full training package inclusive of a manual with facilitation notes, presentations, and exercises, it supports protection cluster coordinators in capacity building of protection cluster members and relevant stakeholders
Ultimately, the training is aimed at fostering the capacity of protection cluster coordinators and co leads in capacity building of their respective protection cluster members and relevant stakeholders.
The training manual, as well as the training material (presentations, facilitation notes, exercises and handouts) are available in English, French, Arabic, and Spanish. They can be accessed from the GPC Training Repository.
CO-LEAD PROGRAMME
The Coordination and Leadership (CO-LEAD) Learning Programme was developed to prepare UNHCR staff members to work in protection, shelter and camp coordination and camp management clusters, and other inter-agency coordination mechanisms. It includes an assessed self-study phase, an on-line community of learning, individualised coaching and a workshop component as well as post-workshop follow-up activities. The blended format strengthens learning, retention and application as well as provides flexibility for participants.
The Coordination and Leadership Learning Programme integrates in one comprehensive course technical cluster knowledge, skills and attitudes along with the 'soft skills' (e.g. communication and meetings, negotiation, presentation, self-awareness and collaborative approach, etc.), which are necessary to deliver effective cluster coordination.
This course is entirely designed and delivered by the Global Learning Centre of UNHCR in collaboration with UNHCR-led global-level protection, shelter and camp coordination and camp management clusters. Participation to the CO-LEAD programme is also open to non-UNHCR staff from partners engaged in inter-agency coordination.
PROTECTION IN NATURAL DISASTERS
The Protection in Natural Disasters Training was developed in 2011 and comprises sub-regional (e.g. West Africa) and country level versions. The sub-regional module is undertaken over a one-day period and the country-level module is delivered from one day and half to three days. The one-day sub-regional module is usually integrated into another training activity (e.g. the Protection Cluster Coordination learning programme). The country-level module is more comprehensive as it intends to support contingency planning for the country.
The aim of the training is to raise awareness of protection in natural disaster situations and provide guidance to participants on preparedness for and response to the specific protection concerns of internally displaced persons and other affected people, in support of national authorities, and using the international legal framework.
Protection Information Management Training
Developed by the Danish Refugee Council (DRC), with support from the Global Protection Cluster (GPC), the United Nations High Commissioner for Refugees (UNHCR), and the European Commission’s Humanitarian Aid and Civil Protection (ECHO) Department, the GPC Protection Information Management (PIM) training hopes to improve the ability of protection clusters to develop a more informed protection response anchored in an overall protection analysis through building the attitudes, knowledge, and skills of protection cluster actors (including, but not limited to, protection cluster coordinators, protection cluster IM counterparts, protection cluster NGO co-leads, sub-cluster coordinators, and active members of the protection cluster) to implement principled, systematized, and collaborative processes to collect, process, analyse, store, share, and use data and information to enable evidence-informed action for quality protection outcomes.
