CADASTRO DE PESSOA FÍSICA - CPF

What is the CPF and who can apply for it?
The CPF is an individual tax identification number. It is one of the main documents for citizens residing in Brazil, as it allows the access to a series of facilities, such as the Public Health System (SUS), registration in public education institutions, opening a bank account and other financial operations. Any individual, national or foreigner, can request the registration in the CPF.

Where can I request the CPF?
At any Receita Federal agency, upon the payment of a fee, the document will be issued immediately. You can find the addresses of associate entities which issue the CPF at the website www.receita.fazenda.gov.br.

What are the necessary documents to request the CPF?
Adults over 18 years old shall present the original or certified copy of his/her identity card, which can be the provisional protocol or the RNE. What is the CTPS and who can apply for it?
The Work Permit and Social Security (CTPS) is the document that verifies all the functional living of the worker. This document is mandatory for exercising professional activities and can be requested by anyone over 14 years old, national or foreigner, with regular residence in Brazil.

Where can I request the issuance of a CTPS?
Anyone interested in requesting or renewing a Work Permit and Social Security (CTPS) shall attend the nearest Regional Superintendence of Labor and Employment (Superintendência Regional do Trabalho e Emprego - SRTE) or the Regional Administration closest to him/her, with all the required documents. Information on the location of the closest services can be obtained through the telephone 158 at the Call Center “Alô Trabalho”, or through the website: http://portal.mte.gov.br/postos.

To make an appointment, you should fill out the form available on the MTE website, under the heading “Atendimento > Agendamento” (Appointments), and enter your CPF, date of birth and telephone number. Once you have registered, print the receipt that includes the information about necessary documents and the reservation code. You must show this receipt when you attend the appointment.

What are the documents required to apply for the CTPS?
1. Two photos sized 3cmx4cm, with white background, in color or black and white, identical and recent;
2. Original and copy of the National Registration of Foreigners (RNE) (front and back) or Protocol of RNE (original and copy);

Documents guaranteed by the Brazilian Refugee Law are the National Registration of Foreigners (RNE), the Brazilian Tax Number (Cadastro de Pessoa Física - CPF), the Work Permit (CTPS) and a travel document. These documents are as valid as those of Brazilian citizens and other foreigners in regular situation in the country, and must be mandatorily accepted by every public and private institution in Brazil. If one of your documents is not accepted by a public or private institution, you can contact and seek the assistance of the Federal Public Defender’s Office, UNHCR or one of its partners from civil society organizations that provide assistance to refugees listed under “How to find us”.


REGISTRO NACIONAL DE ESTRAGEIROS - RNE

Where can I renew or apply for the RNE for the first time?
An asylum seeker that has had his/her refugee status recognized in Brazil has the right to obtain the National Registration of Foreigners (RNE), an identification document for foreigners in Brazil. The issuing and the renewing of the RNE are made at any Federal Police Department. Pay close attention to the expiration date of your RNE. The renewal of your RNE must be done 3 (three) months prior to the expiration date of your former document, at any Federal Police station.

Step by Step instructions on the RNE application and renewal procedure:
1. Attend the Federal Police Department station and request the issuance of CONARE’s Declaration regarding the refugee status. This request must be made by the Federal Police through the e-mail conare@mj.gov.br;

2. Complete an application form available at the Federal Police website: www.dpf.gov.br (in the section “Foreigner” - “Estrangeiro”, click on “Request registration/ renewal” - “Requerer registro/renovação”);

3. Pay the fee GRU-FUNAPOL for foreigners available on the Federal Police website ( www.dpf.gov.br);

4. Present yourself at a Federal Police Department with the following documents:
• Two 3cm x 4cm photos (the photos must be identical, recent, colored, facing forward, with a white background and no date);
• Filled application form from the Federal Police website;
• Original Application Protocol (only for those that are applying for the first time);
• Original National Registration of Foreigners (only for those who wish to renew their RNE);
• CONARE’s Declaration recognizing the refugee status in Brazil;
• Payment receipt of the GRU-FUNAPOL fee.

Attention!
• Foreigners under 18 years of age must present themselves accompanied by his/ her parents or legal guardian.
• In case of theft/loss of the RNE, the refugee must, first of all, go to any Civil Police station to register a Police Report (‘Boletim de Ocorrência’ - BO) of the theft/loss. Once this is done, the foreigner must attend the Federal Police Department carrying the Police Report and the documents mentioned above (item 4), and request another RNE. In the case of loss of the RNE, a fee will be charged at a higher value than that charged in the case of renewal.
• The refugee should not incur any penalties or fines should he/she fail to meet the required deadline.
• Refugees who have obtained permanent residence, or who are disabled or over 60 years of age are exempt from the renewal of the RNE, even after its expiration.

PASSPORT FOR FOREIGNERS

I need to travel abroad but I do not have a passport. What should I do?
In order to travel abroad, a refugee should request a prior authorization from CONARE and, with that in hand, request a passport at the Federal Police Department. This passport is only valid for one round trip or for a certain period of time, as decided by the Police. The passport will be taken by the Federal Police upon his/her return to Brazil.

Step by step instructions on how to request a passport for foreigners:
1. Contact CONARE through the telephone (61) 2025-3659 or via email to conare@mj.gov.br requesting an authorization to travel abroad, informing duration, reason and destination of the trip. Attention: any refugee who leaves the country without CONARE’s prior authorization will lose their refugee status;

2. Only after obtaining CONARE’s authorization, request the issuance of the passport for foreigners at the Federal Police website ( http://www.dpf.gov. br) and only then purchase the airline ticket;

3. Pay the fee GRU-FUNAPOL through bank slip generated on the Federal Police website;

4. Go to the service station indicated at the end of the application, presenting the payment receipt, identity card and CPF.
