Working environment
- Mixed maritime movements originating from the Bay of Bengal and Andaman Sea resulted in the unexpected arrival of 1,000 Rohingyas from Myanmar into Indonesia, further stretching available resources and limiting UNHCR’s response in relation to planned activities.
- The number of refugees and asylum-seekers left homeless or in difficult living conditions grew.
- UNHCR undertook processing and protection interventions across the country as the number of refugees hosted by communities in Indonesia continued to rise.
Population trends
- While the number of registered asylum-seekers in 2015 decreased by 22 percent compared to 2014, the total population of concern to UNHCR in Indonesia increased by over 20 percent.
- Afghans represented 30 percent of those registered, among a total of 44 different nationalities.
- Roughly 30 per cent of UNHCR’s population of concern was detained. UNHCR promoted alternatives to detention, and the number of detained women and children decreased by 17 per cent.
Achievements and impact
- UNHCR was able to negotiate for full access to assist Rohingya boat arrivals during the Bay of Bengal emergency in May 2015.
- In total, the Office registered and documented 4,426 asylum-seekers and finalized the refugee status determination (RSD) decisions for 2,824 individuals.
- In addition, UNHCR provided assistance to more vulnerable people, including unaccompanied children, than in previous years.
- New partnerships between UNHCR and key interlocutors such as the National Red Cross and the National Human Rights Commission were also established in 2015.
Unmet needs
- The resources required to address the needs of vulnerable persons of concern exceeded available funding.
- Due to UNHCR’s limited capacity, RSD waiting periods increased to nearly two years; measures to streamline procedures are currently being explored.
- While UNHCR worked to prevent statelessness by promoting universal birth registration, some 40 million Indonesian children still did not have birth certificates, and refugee and asylum-seekers were unable to access birth registration procedures.
