Prijelaz s povratničke pomoći u sustav socijalne skrbi ostaje izazov za povratnike srpske nacionalne manjine. Partneri UNHCR-a premošćuju ovaj jaz pružanjem minimalne socijalne podrške povratnicima i pomoći po njihovu dolasku u Hrvatsku. Ponovno otvaranje mehanizma konvalidacije (priznavanja radnoga staža provedenog na područjima koja nisu bila pod kontrolom hrvatskih vlasti za vrijeme oružanog sukoba) je povratnicima, izbjeglicama i raseljenim osobama olakšalo pristup mirovinama. Prava etničkih manjina su osigurana u okviru Ustavnog zakona o pravima nacionalnih manjina i Zakona o suzbijanju diskriminacije. Puna provedba i pristup zapošljavanju i zastupljenosti u državnoj upravi, policiji, sudstvu, itd. ostaju izazov.

Access to socio-economic rights
Transition from return assistance into the social welfare system remains a challenge for Serb minority returnees. UNHCR's partners are bridging this gap through provision of returnees with minimal social support and assistance upon arrival. Re-opening of (con)validation mechanism (validation of working years spent in areas not controlled by Croatian authorities during the armed conflict) has facilitated access to pensions for returnees, refugees and displaced persons. Rights of ethnic minorities are provided under the Constitutional Law on the Rights of National Minorities and the Anti-discrimination Act. Full implementation and access to employment and representation in state administration, police, judiciary, etc. remains a challenge.
