Working environment

  • UNHCR shifted its focus from direct assistance to solutions, particularly to include refugees in national education and health systems, support the development of a more efficient national asylum system and help prevent statelessness. 
  • With respect to solutions, Ghana was selected as a pilot country to carry out a multi-year programme. Partnership with the Refugee Board was subsequently strengthened with a view to finding lasting solutions for refugees in protracted situations of displacement, such as refugees from Rwanda, Sierra Leone and Togo, as well as Liberian refugees exempt from cessation. 
  • The peaceful electoral process in neighbouring countries, such as Côte d’Ivoire and Togo, also enabled UNHCR to renew its focus on solutions.

Population trends     

  • The number of persons of concern to UNHCR fell from 21,000 in 2014 to some 19,000 by the end of 2015. The decrease in numbers is mainly due to the local integration of former Liberian refugees. Persons of concern included Ivoirians (59 per cent), Togolese (17 per cent), Liberians (15 per cent), and Sudanese (3 per cent). About half lived in either one of four refugee camps, while the other half resided in urban areas, including 2,900 Togolese refugees living in the Volta Region.

Achievements and impact  

  • A multi-year protection and solutions strategy was adopted with a view to seeking durable solutions for Togolese refugees as well as others in protracted displacement situations by the end of 2018, notably through the issuance of an indefinite residence status and, where possible, through naturalization. In the case of indefinite residence, the process will require that Togolese refugees obtain proof of nationality from Togo. 
  • A national action plan to eradicate statelessness was also adopted in Ghana, following two multi-stakeholder workshops with the main representatives of national institutions.
  • UNHCR helped to reduce the existing asylum backlog following an enhanced registration exercise and the adoption of standard operating procedures on the processing of refugee claims that protect family unity. 

Unmet needs    

Funding shortages resulted in:
  • Higher rates of malnutrition in all camps as per nutrition surveys carried out in the camps.
  • Refugee youth having less access to secondary education and being more likely engaged in activities, such as survival sex and other negative coping mechanisms. 
  • The process of integration into the health and education system has to be done in a phased manner.  
  • Less alternative activities to be devised to occupy the time of the adolescent population who do not obtain sponsorship for secondary education.
