Ured Visokog povjerenika UN-a za izbjeglice (UNHCR) prisutan je u Hrvatskoj od 1991. od kada pruža zaštitu i humanitarno pomaže nekoliko stotina tisuća izbjeglica i povratnika, raseljenih zbog sukoba u Hrvatskoj i Bosni i Hercegovini.
Zbog svoje strategije postupnog smanjenja aktivnosti, UNHCR je u Hrvatskoj morao reducirati svoje djelovanje koje se odnosi na poslijeratnu raseljenost. Međutim, zahvaljujući podršci Europske unije, Ured i dalje zadržava svoju prisutnost na terenu putem dva profesionalna tima smještena u Kninu i Sisku.
UNHCR Hrvatska kroz svoje programske jedinice Povratak i reintegracija te Azil, migracije i apatridnost radi na postizanju dva bitna cilja: promicati i olakšati povratak i reintegraciju hrvatskih izbjeglica iz regije te pomoći hrvatskim vlastima i nevladinim organizacijama u razvoju sustava azila u skladu s međunarodnim i europskim standardima i praksom.

UNHCR Structure in Croatia
The United Nations High Commissioner for Refugees (UNHCR) has been present in Croatia since 1991, providing protection and humanitarian assistance to several hundred thousand refugees and returnees, displaced as a result of conflicts in Croatia and Bosnia and Herzegovina.
Due to its phase‐down strategy, UNHCR in Croatia had to reduce its activities related to the post‐war displacement. However, thanks to the support received from the European Union, the Office, continues to maintain its field presence with its two Field Teams located in Knin and Sisak.
UNHCR Croatia, with its programmatic units ‐ Return and Reintegration and Asylum, Migration and Statelessness ‐ pursues two essential objectives: to promote and facilitate the return and reintegration of Croatian refugees from the region and to assist the Croatian authorities and NGOs in developing the asylum system in line with international/European standards and practices.
