Mali, Burkina Faso and UNHCR sign an agreement on the repatriation of Malian refugees.
The Agreement will provide a legal framework to facilitate the voluntary repatriation of Malian refugees living in Burkina Faso and their reintegration into Malian society.
OUAGADOUGOU, BURKINA FASO, 9 January 2014 (UNHCR) – A Malian government delegation led by Mr. Hamadoun KONATE, Minister of Solidarity, Humanitarian Action and Reconstruction of the North, was in Ouagadougou, capital of Burkina Faso, to mark the signing of the Tripartite Agreement between the Governments of Mali and Burkina Faso, and UNHCR, for the voluntary repatriation of Malian refugees.
The Agreement was signed by the three parties in Ouagadougou on Friday 9th January 2015. One of the immediate effects of the Agreement will be the creation of a Tripartite Commission to define the practical steps to be implemented by the voluntary organised repatriation programme once the conditions set out in the Tripartite Agreement are fulfilled.
UNHCR is pleased with the establishment of this Agreement, which provides a legal framework to facilitate the voluntary organised repatriation of Malian refugees living in Burkina Faso and their reintegration into Malian society. The Tripartite Agreement requires the parties to work together in recognition of the voluntary nature of the repatriation, in security and dignity, while also safeguarding the right to asylum and international protection for Malian refugees who do not choose to return to Mali.
Saoudata, in the camp of Saag-Nioniogo, near the capital Ouagadougou, hopes to be soon be reunited with her family in her birth village near Gao, in the north of Mali.
Since November 2013, around 4,410 refugees have left refugee camps in Burkina Faso to return to Mali, whether on their own initiative or with the help of UNHCR and its Governmental partner, the National Commission for Refugees.
At the same time as refugees are returning, Burkina Faso has also witnessed new arrivals of refugees. Indeed, the situation in Northern Mali is not yet settled enough to promote large-scale returns, however UNHCR is pleased to witness the cooperation between the Governments of Mali and Burkina Faso and is working alongside them to find long-lasting solutions to the problems faced by refugees.
The UNHCR supports the process undertaken in Mali for reconciliation and assistance in reintegrating repatriated refugees. UNHCR also gives credit to the warmth and generosity shown by the people and Government of Burkina Faso towards Malian refugees. It reaffirms its commitment to continue supporting the Burkinabè authorities in offering protection and assistance to Malian refugees on their soil as well as to new arrivals.
To date, Burkina Faso has offered asylum to 32,082 Malian refugees living in the three camps located in Saag-Nioniogo in the central region, in Goudoubo and Mentao in the Sahel region as well as in urban areas in Ouagadougou and Bobo-Dioulasso.

OUAGADOUGOU, BURKINA FASO, 9 janvier 2014 (HCR) - Une délégation du gouvernement du Mali conduite par M. Hamadoun KONATE, Ministre de la Solidarité, de l’Action Humanitaire et de la Reconstruction du Nord, était en visite à Ouagadougou, la capitale du Burkina Faso, en vue de la signature de l’Accord tripartite entre les gouvernements du Mali et du Burkina Faso, et du UNHCR pour le rapatriement volontaire des réfugiés maliens.
L’Accord a été signé à Ouagadougou ce vendredi 9 janvier 2015 par les trois parties. Un de ses effets immédiats sera la création d’une Commission tripartite pour définir les modalités pratiques de mise en œuvre du programme de rapatriement volontaire organisé lorsque les conditions stipulées dans l’Accord Tripartite seront réunies.
L’UNHCR se réjouit de la conclusion de cet Accord qui offre un cadre juridique pour accompagner le rapatriement volontaire organisé des réfugiés maliens vivant au Burkina Faso et leur réintégration au Mali. L'Accord Tripartite implique que les parties s’engagent à respecter le caractère volontaire du rapatriement dans la sécurité et la dignité, tout en garantissant le droit d’asile et la protection internationale pour les réfugiés maliens qui n’auront pas opté pour le retour.
Depuis novembre 2013, environ 4 410 réfugiés ont quitté les camps de réfugiés du Burkina Faso pour regagner leur pays que cela soit de façon spontanée, ou facilitée par l’UNHCR et son partenaire gouvernemental, la Commission Nationale pour les Réfugiés.
En parallèle à ces mouvements de retour, de nouvelles arrivées de réfugiés ont été enregistrées. La situation au Nord du Mali n’est certes pas encore favorable pour faire la promotion de retours massifs, néanmoins l’UNHCR se félicite de la coopération entre les gouvernements du Mali et du Burkina Faso et s’engage à leurs côtés dans la recherche de solutions durables aux problèmes des réfugiés.
L’UNHCR soutient le processus engagé au Mali pour la réconciliation et l’aide à la réintégration des réfugiés rapatriés. L’UNHCR saisit également l’occasion pour rendre hommage à l’accueil et à la générosité dont le peuple et le Gouvernement du Burkina Faso font preuve envers les réfugiés maliens. Il réaffirme son engagement à continuer d’appuyer les autorités burkinabè pour offrir protection et assistance aux réfugiés maliens présents sur son territoire ainsi qu’à ceux qui continuent d’arriver.
A ce jour, le Burkina Faso offre l’asile à 32 082 réfugiés maliens installés dans les trois camps de Saag-Nioniogo dans la région du Centre, de Goudoubo et de Mentao dans la région du Sahel ainsi qu’en milieu urbain à Ouagadougou et Bobo-Dioulasso.
