2024 Evaluation Commission Working Group concludes review of Candidature Files Part 1


The 2024 Evaluation Commission Working Group today concluded four days of meetings to analyse the Candidature Files Part 1: Vision, Games Concept and Strategy of the four cities competing to host the Games of the XXXIII Olympiad in 2024.

Meeting in Lausanne from 26 to 29 April, the IOC-appointed Working Group reviewed each of the Stage 1 files submitted in February by Los Angeles (USA), Rome (Italy), Budapest (Hungary) and Paris (France).*

Composed of IOC advisors and administration members, and led by 2024 Evaluation Commission Chair Frank Fredericks, the Working Group will update the IOC Executive Board (EB) at its next meeting from 1 to 3 June. The Working Group will then provide feedback to the cities via video conference during the second week of June. This will enable the cities to course-correct their respective projects should they so wish.

“What we have learnt from our analysis of the Candidature Files from Stage 1 is that we have four very strong Candidate Cities for 2024. Each Candidature File reflects the reforms of Olympic Agenda 2020 by putting sustainability and legacy at the heart of the project,” said Chair Fredericks. “Our next step will be to share our feedback with each City so that they can adapt their projects still further. We are very happy with what we have already reviewed.”

The review and course-correct concept are new to the Candidature Process Olympic Games 2024 and stem from Olympic Agenda 2020, the IOC’s strategic roadmap for the future of the Olympic Movement. The first Candidature Process launched since the adoption of Olympic Agenda 2020 features a significant shift in philosophy, with a focus on continued dialogue, simplicity and transparency, and reinforcing alignment between a city’s long-term development plans and the Olympic Games. 

The Candidature Process is composed of three stages over two years leading up to the election of the host city for the Olympic Games 2024, in Lima, Peru, in 2017. The three stages are:

·        Stage 1: Vision, Games Concept and Strategy

·        Stage 2: Governance, Legal and Venue Funding

·        Stage 3: Games Delivery, Experience and Venue Legacy 

The deadline for submission of the Candidature File Stage 2: Governance, Legal and Venue Funding is 7 October 2016. For Stage 3: Games Delivery, Experience and Venue Legacy, the deadline is 3 February 2017. At the end of each stage, following the update by the Working Group, the EB will confirm the transition of the cities through to the next stage.

During Stage 3, an IOC Evaluation Commission will make a working visit to each City to study their projects in detail and issue a final report.
