Working environment

  • In 2015, the political and economic environment in the country was volatile. Within this context, UNHCR concentrated on developing comprehensive solutions for refugees. In particular, the Office provided targeted assistance to refugees; strengthened community-based protection mechanisms; continued to resettle refugees from Bhutan; engaged in advocacy activities to promote citizenship provisions in Nepal’s new constitution, in line with Nepal’s human rights obligations and responded to the devastating earthquake of April 2015.

Population trends

  • UNHCR met the basic needs of 550 urban refugees and asylum-seekers originating from over 10 different countries.
  • By the end of 2015, over 101,200 refugees from Bhutan were resettled, with over 6,560 refugees departing in 2015 alone.
  • The camp population decreased to less than one sixth of its original population of 108,000 as a result of this resettlement exercise.

Achievements and impact

  • In response to the devastating earthquakes that hit Nepal in April and May 2015, UNHCR worked closely with the Government and deployed 11,000 tarpaulins and 4,000 solar lamps from its regular stockpile to distribute across three earthquake-affected districts in central Nepal. Successful private sector fundraising in over 20 countries enabled UNHCR to assist over 200,000 individuals with 42,000 plastic sheets; over 8,000 families with solar lamps; 450 families with shelter roof kits; and over 10,000 children to resume education in the 170 temporary learning centres.
  • Cash-based assistance was provided to all camp-based refugee families in lieu of cooking fuel. Solar lighting was distributed to all families who did not have access to electricity.
  • UNHCR maintained its focus on strengthening community-based protection mechanisms such as the community-based child care centres and the drop-in centres for youth.
  • 93 per cent of urban school-aged children were enrolled in primary education in 2015.  
  • UNHCR led a joint assessment mission and a nutrition survey in the refugee camps in close coordination with WFP; a joint plan of action was agreed upon between both organizations as a result.

Unmet needs

  • Refugees were not allowed to work and blanket subsistence allowances were replaced with targeted assistance for the most vulnerable, which limited access for people of concern living in Kathmandu. 
  • In the camps hosting refugees from Bhutan, targeted assistance limited access to basic needs and services, severely affecting the most vulnerable.
