According to a representative of the Eritrean Relief Association in Ottawa, the certificate referred to in subsection 2.(4) of the 1992 Nationality Proclamation is a citizenship card issued to Eritreans for identification purposes (21 June 1993). One is therefore, a citizen of Eritrea by reason of birth, as indicated in subsection 2.(1), and the certificate is merely proof of nationality (Ibid.).
