ACTED often establishes a presence in response to a disaster or crisis where ACTED meets basic needs through emergency response but goes beyond them by remaining in the field after emergencies to develop needs-based programming to meet the recovery and development goals of communities we work with. As a principle, ACTED starts pursuing rehabilitation and (return-to) development measures immediately after the start of and alongside its relief activities.
