UN Sub-Commission on the Promotion and Protection of Human Rights

The Sub-Commission on the Promotion and Protection of Human Rights was the main subsidiary body of the Commission on Human Rights. The future of the Sub-Commission may be to assume its functions under the Human Rights Council in line with General Assembly resolution A/RES/60/251 establishing the Human Rights Council. It was originally established by the Commission on Human Rights at its first session in 1947, under the authority of the Economic and Social Council (ECOSOC), as the Sub-Commission on the Prevention of Discrimination against Minorities. In 1999, ECOSOC changed the title to Sub-Commission on the Promotion and Protection of Human Rights. The Sub-Commission was composed of 26 experts who acted in their personal capacity and were elected with due regard to equitable geographical distribution. The Sub-Commission had six main working groups: on Administration of Justice; Communications; Contemporary Forms of Slavery; Indigenous Populations; Minorities, and on Transnational Corporations. Among the main themes addressed wwere: racism; the violation of human rights and fundamental freedoms in any part of the world; economic, social and cultural rights; civil and political rights, i.e., torture, detention, disappearances and summary executions, freedom of expression, the independence of the judiciary, impunity and religious intolerance; the human rights of women, children, migrant workers, minorities and displaced persons. This database contains Sub-Commission reports relevant to the work of UNHCR.
