In the newly established Pagarinya 2 camp in Adjumani District, northern Uganda, a group of young South Sudanese refugee children are enjoying the freedom to run and laugh in the sun. They recently crossed the border to escape new outbreaks of violence. ; More than 43,000 South Sudanese refugees crossed into Uganda between 7 July and 27 July 2016 following an outbreak of fighting in Juba between forces loyal to President Kiir and his rival, First Vice President Machar. At least 300 people were killed in the violence that erupted in the capital.   The refugees came into Uganda via border crossing points at Moyo, Kuluba, Lamwo, Yumbe and Elegu and the numbers increased when government authorities opened the border into Uganda at Nimule and cleared the 200-kilometre Juba-Nimule road of checkpoints.   Many refugees travelled on convoys of trucks, taking their belongings with them. Ninety per cent of the refugees are women and children. Many have arrived at the newly established Pagarinya 2 settlement in Adjumani District,   Stretching in an orderly grid formation over rolling hills, Pagarinya has grown rapidly in recent weeks.   “A new reception centre currently under construction at Pagarinya 2 can accommodate about 15,000 refugees some of whom will be allocated a plot nearby," explains Josephine Nakabuubi Ssenyunja, a UNHCR field assistant on the site.    UNHCR estimates that nearly one in four South Sudanese citizens are displaced within its borders or in neighbouring countries due to conflict and food shortages, and the total number of South Sudanese refugees could exceed 1 million this year.

Uganda has one of the most favourable refugee protection environments in the world; providing for freedom of movement, right to work and also providing land for refugee settlements in line with the Refugee Act of 2006 and the Refugee Regulations of 2010.

Uganda has declared lands as “officially gazetted” for refugees in some of the districts and such lands are protected whether or not refugee reside on it. In areas where land is not gazetted for refugees, the Office of the Prime Minister, Refugee Department (OPM) negotiates with the local communities to acquire land for usage by refugees.

Congolese and South Sudanese refugees receive prima facie status, while other nationalities go through individual status determination.
