UNHCR organizes its first workshop on emergency management in Africa
This high quality exercise will take place in Thies in Senegal from 13 to 22 May
DAKAR, SENEGAL, May 12 (UNHCR) – For the first time, the United Nations High Commissioner for Refugees will hold its highly esteemed workshop on emergency management in Africa. This exercise, commonly called WEM (Workshop on Emergency Management), will be held in Thies from the 13th to 22nd May.
“It’s a big first for UNHCR!” explains Liz Ahua, Regional Representative for UNHCR in West Africa and Coordinator for Central African Republic and Nigeria Situations. “This high quality emergency management workshop has previously always been implemented in Europe and we thought that it was time to bring it to the African continent, which has unfortunately encountered a number of major crises in the last decades.”
Organized by UNHCR’s Global Learning Centre, in close collaboration with UNHCR’s Emergency Response Unit and UNHCR’s team in Dakar, this workshop aims to provide practical training to humanitarian workers responding within the framework of emergency operations around the world.
Forty participants from Africa, Asia and Europe, largely UNHCR staff, but also including employees of non-governmental and donor organizations will participate in this exercise which will be implemented in French, rather than English, for the first time. This change reflects the agency’s needs to reinforce its capacity to respond to emergencies within French-speaking or bilingual (English/French) operations, such as is currently the case in Cameroun, Central African Republic, Niger and Chad in response to the Nigeria and Central African Refugee Situations.
The first five days of the workshop will be spent on theoretical training, implemented through group work, and focused on refreshing knowledge of humanitarian principles and emergency response mechanisms. This will be followed by a field exercise which will take place over three days; the two final days will be spent for evaluating the training.
UNHCR would like to note its appreciation to the Swiss Agency for Development and Cooperation (SDC) from the Swiss Confederation which has made the first WEM in French possible, notably through its financial support. UNHCR would also like to thank the Senegalese Government who has made available its tactical training center no.7, in Thies, for the workshop. The site has been modified in order to allow the participants to train for emergency response in conditions similar to those they would find in the field.
Since the creation of this emergency management programme in 1989, UNHCR has trained approximately 3,000 people who have since been deployed in emergency operations around the world. These emergency interventions allow UNHCR to assist refugees, internally displaced people and sometimes victims of natural disasters.
In previous years this workshop has been held in France, Germany, Norway, the Netherlands, Spain, Sweden, Switzerland and the United States.

Le HCR organise pour la première fois en Afrique un atelier sur la gestion des urgences humanitaires
Cet atelier de haute qualité a lieu à Thiès, au Sénégal, du 13 au 22 mai.
DAKAR, SENEGAL, 12 mai (HCR) - Pour la première fois en Afrique, le Haut-Commissariat des Nations Unies pour les réfugiés organise du 13 au 22 mai à Thiès sa formation très reconnue sur la gestion des situations d’urgences, communément appelée WEM (Workshop on Emergency Management) .
« C’est une grande première pour le HCR ! » explique Liz Ahua, représentante régionale du HCR pour l’Afrique de l’Ouest et coordonnatrice pour les réfugiés pour les situations de la République centrafricaine et du Nigéria. « Cette formation d’urgence de très haute qualité s’est toujours déroulée jusqu’à présent en Europe et nous avons pensé qu’il était temps de l’amener sur le continent africain, qui malheureusement a fait face à de nombreuses crises majeures au cours des dernières décennies».
Organisé par le Centre Global d’apprentissage du HCR, et en étroite collaboration avec le Service d’Urgence de l’agence et de l’équipe du HCR à Dakar, ce programme vise à préparer de façon pratique les travailleurs humanitaires dans le cadre d’opérations d’urgence à travers le monde.
Quarante participants venus d’Afrique, d’Asie et d’Europe constitués essentiellement du personnel du HCR, mais aussi d’employés d’organisations non-gouvernementales et de bailleurs de fonds, prendront part à cette formation qui se déroulera pour la première fois en langue française, et non comme à l’habitude en anglais. Cette spécificité reflète les besoins de l’organisation de renforcer sa capacité à répondre aux urgences dans les opérations francophones ou bilingues (anglais / français) actuelles telles qu’au Cameroun, en Centrafrique, au Niger ou encore au Tchad pour les situations des réfugiés nigérians et centrafricains.
Les cinq premiers jours de l’exercice seront consacrés à une formation théorique en groupes basée sur le rappel des principes humanitaires et des mécanismes des interventions d’urgence. Une simulation sur le terrain sera ensuite organisée durant trois jours; les deux derniers jours seront consacrés à une évaluation finale de l’exercice.
Le HCR est reconnaissant à la Direction du Développement et de la Coopération (DDC) de la confédération Suisse qui a rendu ce premier WEM en français possible en s’impliquant notamment financièrement. Le HCR remercie également le gouvernement sénégalais qui a mis à sa disposition le Centre d’entrainement tactique no. 7 de Thiès pour accueillir cette formation. Le site a été aménagé de manière à permettre aux participants de s’entrainer à répondre aux urgences humanitaires dans des conditions de terrain.
Depuis la création en 1989 de ce programme de gestion des urgences, le HCR a formé environ 3,000 personnes qui ont ensuite été déployées en urgence dans de nombreuses opérations de crise dans le monde. Ces interventions d’urgence permettent au HCR d’assister les personnes réfugiées, déplacées internes ou parfois victimes de catastrophes naturelles. L’Allemagne, l’Espagne, les Etats-Unis, la France, la Norvège, les Pays Bas, la Suède, et la Suisse ont, au cours des dernières années, accueilli cet exercice.
