Regional emergencies push Uganda's refugee hosting to breaking point

KAMPALA, Dec. 18 (Xinhua) – Three emergencies in Burundi, Democratic Republic of Congo (DR Congo) and South Sudan have push the number of refugees and asylum seekers in Uganda to astronomical levels, forcing the east African country to look up to donors for support. Uganda is currently host to 510,973 refugees and asylum-seekers (as of Dec. 10), making it the third largest refugee hosting country in the region after Ethiopia and Kenya, and the eighth largest in the world, UN Refugee Agency figures show. This is the biggest number of refugees and asylum seekers the country has hosted in its history. The main countries of origin for refugees and asylum seekers are Burundi, DR Congo, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan and South Sudan. Clements was given a first-hand look at the refugee situation in Uganda, a country which is now host to more than half a million refugees. She was accompanied by Ugandan Commissioner for Refugees David Apollo Kazungu, UNHCR Africa Bureau Director Valentin Tapsoba and UNHCR Representative in Uganda Neimah Warsame. In Nakivale refugee settlement, Clements met with some of the 15,000 men, women and children who have recently fled the unrest in Burundi. The refugees spoke of their relief at reaching safety while requesting further support, particularly in the areas of education and water, sanitation and hygiene. UNHCR's financial requirements for the Regional Response Plan for Burundian refugees in Uganda total USD$13 million. Burundian Refugees in Urban Centres Wary of Uncertainty

The uncertainty regarding the length of the political stalemate back home is gnawing on the minds of desperate Burundian refugees in Rwanda’s urban centres. Those who opted to fend for themselves in urban centres are under pressure to spend less, thanks to strains on their financial resources. The possibility of finding gainful employment is slim and they dread the thought of joining thousands who are now currently living in refugee camps. By yesterday morning, the UNHCR camp at the Red Cross head office in Kacyiru, Kigali, had registered more than 8,000 Burundians, but 9,000 more had appointments for later registration, Philip Kibui, a UNHCR registration officer, told The New Times. More refugees flee Burundi ahead of elections

NYARUGUSU REFUGEE CAMP, Tanzania, June 29, (UNHCR) – More than 6,000 refugees fleeing Burundi have crossed over into Tanzania in the last three days, taking to over 66,000 the total number of refugees who have arrived from its central African neighbour since May 1, according to the UN refugee agency. UNHCR reports that on Sunday (June 28) alone it registered over 3,000 refugees, 1,000 of them at the Manyovu border point. Many have arrived from neighbouring Makamba province, but others have come from other areas including the capital, Bujumbura fearful that parliamentary elections on Monday (June 29) could trigger more political unrest and violence. More than 100,000 refugees vaccinated against cholera in Tanzania

NYARUGUSU REFUGEE CAMP, Tanzania, June 26 (UNHCR) – More than 100,000 refugees have been vaccinated against cholera in a major initiative to prevent a repeat outbreak of the epidemic which killed 31 people last month in northwestern Tanzania. Twenty five temporary vaccination sites were set up in Nyarugusu camp, northwestern Tanzania, to conduct the exercise from June 20-23. The campaign targeted the entire camp population of 120,000 refugees, mainly from Burundi and Democratic Republic of Congo. Of that number, 106,621 individuals, over the age of one, were vaccinated -- a coverage rate of 93 per cent. Dr Sofia Rizo of MSF Switzerland said: "We targeted all refugees and other individuals residing in the camp before the start of the campaign mainly through community mobilizers who educated the population on cholera and the importance of the vaccine." In western Tanzania's Lake Tanganyika area, containment measures to deal with a cholera epidemic that has claimed some 30 lives among refugees and the local community appear to be working with no new deaths reported since last Thursday. A death that last week was reported as being cholera has now been reclassified as the cause of death was not diarrhoea, meaning that the total cholera death toll has been revised downwards by one to 30. In all, 4,408 cases have so far been reported, but the number of new cases daily has fallen to around 100 from a peak of 915 on 18th May. With refugees still fleeing from Burundi into neighbouring countries, the cholera epidemic declared by the Tanzanian government this week in the Kigoma area of Lake Tanganyika where many of the refugees are, has become a new, worrying, and growing additional complication. Some 31 people have died from the disease so far, including 2 locals and 29 refugees.
