Working environment
- In the year that marked the first anniversary of the Brazil Plan of Action (BPA), Brazil became the main hosting country of extraterritorial asylum claims in South America. Several initiatives were developed at the regional level to strengthen local refugee status determination (RSD) systems and cooperation mechanisms to address the influx.
Population trends
- An estimated 28,670 new asylum claims (including Haitian nationals) were submitted in 2015.
- Given the increased number of new asylum claims in the last years, the Government faced an RSD crisis. The backlog of pending cases stood at some 25,222 cases (including approximately 7,000 Haitian nationals) at the end of 2015.
- By the end of 2015, a total of 8,863 refugees were recognized in Brazil, out of whom some 28 per cent were women. Although recognized refugees originaited from over 80 different nationalities, the majority were Syrians.
Achievements and impact
- The Office supported several joint initiatives, such as workshops, courses, and action plans designed to meet the specific needs of people of concern (PoC) in 2015, particularly LGBTI persons, youth, children, elderly and women. As a result, 130 government and civil society partners have been trained, including border officials, eligibility officers, municipal authorities, judges, NGO staff etc.
- UNHCR supported newly created refugee associations (such as the Congolese Community in Brazil) by liaising with institutions providing judicial assistance.
- UNHCR’s partnered with city and state governments to deliver two workshops to sensitize some 150 private-sector companies on hiring refugees and immigrants.
- Since 2013, UNHCR has strengthened interfaith partnerships with religious leaders, creating great potential for refugees’ local integration.
- In order to address the RSD crisis, UNHCR supported the Committee for Refugees to implement governance reform measures in the frame of the Quality Assurance Initiative (QAI) and the BPA processes.
Unmet needs
- A comprehensive database for refugees and asylum-seekers and stateless people is still lacking, worsening the legal limbo created by the RSD crisis.
- Funding shortfalls affected the level of assistance given to PoCs in terms of health, education and childcare services, and the continuity of several projects. Lack of shelter was also a key issue.
