Description
Five years into the Syria conflict, Lebanon continues to generously host 1.5 million Syrian displaced. The country has so far successfully navigated the tide in maintaining stability. This has been possible due to a shared culture of pluralism, openness and co-existence.
The 2016 Lebanon Crisis Response Plan, as the 2015 chapter, brings together the Government of Lebanon (GoL) and national and international partners to deliver integrated and mutually reinforcing humanitarian and stabilization interventions. The 2016 plan proposes a US$2.48 billion appeal plan to provide humanitarian assistance and protection to almost 2.8 million highly vulnerable individuals and invest in services, economies and institutions reaching the most vulnerable communities.

This discussion paper – Regional Trends in the Impact of the Syria Crisis on Livelihoods and Opportunities – examines the economic impact of the crisis, the micro-economic costs in markets and livelihoods, and how the evidence about impact can inform new resilience-led strategies to generate more development and to spark growth in the midst of the refugee crisis. The author, Professor Roger Zetter, an expert on the economics of refugee crises, has drawn on his research and field experience measuring the micro-economic impact of refugees, in both this region and elsewhere. The strategies and recommendations which he sets out involve a multi-sector approach, ranging from protection to the private sector, and they aim to drive policy towards a more equitable solution for the displaced and a path that delivers more growth for the affected host countries.

This discussion paper – Regional Trends and Patterns in Social Cohesion: The Impact of the Syria Crisis on the Social Structures of Countries Affected – tackles the issue of social cohesion in the regional impact of the Syria crisis. It explores how the crisis is affecting community relations and social cohesion, and how the challenges can best be addressed, so that resilience is built in host communities and social peace is strengthened. Finding answers to these questions is an essential part of delivering a successful humanitarian and resilience response, as in this way we can better plan actions and interventions to alleviate and reduce the risk of tensions and discord. Through consultations with experts and government officials, and research on recent data and experience from the field, our authors bring evidence to the debate about these questions. Their recommendations show how practical action can optimize the response for both the Syrian refugees and their host communities.

This compendium, developed by the UNHCR-UNDP Joint Secretariat for the Regional Response to the Syria Crisis, is intended as a programming tool for international organisations to support expansion of resilience-based responses in the sub-region. It takes stock of the knowledge and experience that have accumulated since 2011 and aims both to help systematize good practices and to inform the development of a new generation of crisis response. Drawing on over one hundred stakeholder interviews from projects in six countries engaged in the response, the Compendium has distilled the innovative nature of these projects into good practices which can be scaled up and replicated, improving delivery and stimulating new ideas and further innovation.

UNHCR has worked in Lebanon for 50 years. The Office has both country and regional responsibilities. Prior the arrival of Syrian refugees in the spring of 2011, the Office was directed primarily at protecting and assisting some 10,000 refugees and asylum-seekers, most of whom were from Iraq. Since then, in addition to its Beirut Office, UNHCR has established a presence in the North, Akkar, and the Bekaa to protect and respond to the needs of displaced Syrians in Lebanon. Working alongside the government of Lebanon, notably the High Relief Commission, the Ministry of Social Affairs and municipalities, UNHCR has worked to ensure a consolidated and coordinated inter-agency response, engaging fellow UN agencies and local and international non-governmental partners. UNHCR teams in the north and the Bekaa, with support from the Beirut Office, work with over 30 partner staff on the ground to receive refugees, assess needs, and meet protection, food, shelter, education, health and psycho-social needs. The coordinated response is one that also seeks to support host families and communities who have opened their doors to refugees since the beginning of the influx. The Office has invested in strengthening the capacities of the Government, local partners, and the local community through technical and material support and the establishment of local projects to benefit refugees and hosting communities. |

The RNA will offer humanitarian agencies a quick snapshot of the situation on the ground, map cross-sectoral needs, identify humanitarian priorities, and initiate sector specific assessments.
The RNA, composed of a multi-sectoral questionnaire developed through a comprehensive inter-agency process that originated at field level, is based on lessons learned during the events in Arsal of August 2014, which resulted in the displacement of Syrian and Lebanese households.

Cuts in food and medical assistance, a tightening restrictions on movement, affects the most vulnerable in communities – such as people with specific needs – dramatically and dangerously. For example, a recent survey conducted amongst urban (out-of-camp) refugees in Jordan found that, “A majority [of people with chronic diseases] (58%) were unable to access medicines or other health services as needed. This was a sharp increase from the 24% who reported difficulties in 2014”.

In refugee emergencies, humanitarian organisations usually experience a sharp increase in the
number of telephone calls. If they continue managing calls like before, this will invariably overwhelm
the staff and frustrate the callers. A few simple and inexpensive measures suffice to create a call
centre. With an efficient helpline in place, organisations can reduce the number of people coming to
their premises and save themselves and the refugees time and money.
