Objectif(s) | Due to the fact that most of the refugees in Costa Rica have been living in the country for over five years, this is obviously a long-term refugee situation that demands new actions that enable those refugees to become self-sufficient. The strategy emphasizes the search for self-sufficiency and local integration of refugees in Costa Rica through a shift in the focus of UNHCR activities. The new focus is eventually to cease/limit humanitarian assistance and create economic empowerment projects as well as real access to basic services such as health and education. The strategy also considered that different refugee groups have different needs than may allow them to achieve better integration, which means there is a need to design programs with a differential approach. |
Results/Impact | The Durable Solutions Strategy is a base document for the activities of the 2010-2012 period and, as such, it is too early to measure its achievements. However, it is to be expected that the self-sufficiency focus will diminish the dependency of some refugees towards assistance programs while promoting other initiatives that will allow them to achieve a real integration in their country of exile. |
Why is this considered a Good practice? | It is important to mainstraiming a self-sufficiency, age, gender and diversity approach, for all projects driven by UNHCR and its partners through a coordinated and coherent policy. With a document that defines focus work plans for UNHCR and its partners, it becomes easier to agree on goals and distribute resources. In due time, the document will enable discontinuing some programs while supporting others, taking into consideration their real impact towards the goal of the refugees’ self-sufficiency. |
