Objectif(s)Plan Ecuador is a response from the Government of Ecuador to the negative effects of the Colombian conflict on the Northern Border of Ecuador. This is an Ecuadorian government policy of development and peace, hinged to a security strategy to promote the integration of populations that inhabit the northern border provinces.   Axes of Action Plan Ecuador: Identify priorities for investment in the Northern Border. Linking strategies, programmes and projects being conducted by the various State ministries. Strengthening the coherence of initiatives implemented through international cooperation. Encourage actions in priority areas and promote pioneering initiatives. Plan Ecuador intervention axes: Strengthening the system of greeting in the Northern Border. Institutional strengthening for peace and development. Cooperation on economic recovery and employment. Support for the improvement of basic social infrastructure in the Northern Border. Contribution to the promotion of sustainable management of natural resources. Support for compliance with human rights, humanitarian assistance and refuge. Inter-agency coordination for the protection of national sovereignty and integrity of the State.
Results/Impact

An important achievement is the institutionalization of a state policy to promote development and peace in an area that faces serious risks because of its proximity to the dynamics of the Colombian conflict. On August 17, 2007, through Executive Order No. 565, was created the Technical Secretary of Plan Ecuador (STPE, Spanish acronym). Six months later, on February 16, 2008, that office was attached to the Ministry of Security Coordination (Ministerio de Coordinación de Seguridad).

Established with the purpose of carrying out the state policy called Plan Ecuador, responsible for agreeing on a regional agenda, encouraging the design of adequate and sustainable public policy and, ultimately, meet the requirements of welfare of the inhabitants of the Northern Border. Although there is a substantial impact in terms of visibility and attention to the Northern Border, the progress of this institution cannot be reported in the short term. STPE has undergone several changes of authorities since its inception and has had little capacity for implementation. However, the President of Ecuador has ratified the mandate of this public institution and this allows to maintain political support for the attention of the Northern Border.

Why is this considered a Good practice?Plan Ecuador ensures that the problems of the Northern Border are a priority on the central government’s agenda and on the agenda of international cooperation. Plan Ecuador allows visibility to the needs and particularities of that area. Several portfolios of State, primarily the National Secretary of Planning and Development (SENPLADES, Spanish acronym) and Plan Ecuador are working to attract more public investment to the Northern Border. On the other hand, this institutional framework has allowed the National Development Plan, called Plan for Good Living, to reflect the importance of attending the Northern Border and so there is a specific objective for this region. On the other hand, is considered good practice the presence and strengthening of public institutions at local level. Thus, it should be noted the recent opening of offices of Plan Ecuador to have a permanent presence in the border provinces of Esmeraldas, Carchi and Sucumbíos. A Provincial Coordinator, whose role is to act in with the local actors to know and understand their problems, heads each office. Both the axes of action and intervention of Plan Ecuador are aimed at improving the living conditions of the population of the Northern Border and the capabilities of the Ecuadorian State. For this reason, it is considered that the establishment and operation of Plan Ecuador reinforce the potential to provide protection to both the local population and refugees in Ecuador, under the principles of Borders of Solidarity of MPA.
