Objectif(s)To increase the theoretical and practical knowledge of refugee protection of the institutions in the state of Zulia that work with asylum-seekers and refugees. To prepare a group of trainers from all the key institutions that can replicate this information in their offices, using SGBV as a vehicle.   In order to accomplish the academic certification, every institution had to implement a community project addressed to the population in need of protection, in particular persons affected by SGBV, disabled and indigenous.
Results/Impact

The participants studied national and international law for the protection of human rights of refugees and asylum-seekers as well as the national system for their attention and protection (access to services, documentation, resources, etc.) with emphasis on subjects such as gender, disability, indigenous communities and HIV. Particular focus was given to the obligations of government officials in regards to people in need of international protection (non-refoulement, non-sanction for illegal access, etc.).  Persecution on the grounds of gender was been widely discussed throughout several modules.

The impact has been huge with some authorities and institutions: the number of referrals has increased; particularly there has been extensive work with the wayuu people regarding women’s rights and their importance in the social structures that are a consequence of displacement. Some of the modules of the course were taught in wayuu, in order to include that group in the discussions regarding gender roles. 

UNHCR had the opportunity to improve its working relations with several authorities and institutions, and also to monitor the projects to be implemented in favour of the population of interest, all of which are under the responsibility of each institution in coordination with UNHCR.

There were activities for reflection from the groups of disabled persons, trying to integrate this vulnerable population to activities of protection and awareness. Rapproachment between the legal entities competency in cases of gender violence (Public Ministry and Women’s Courts) to government institutions and NGOs that participated in the certification.

Why is this considered a Good practice?Strengthening of the relationships with civil and military authorities who have reinforced their knowledge about the procedures, non-refoulement and respect and proper treatment of refugees and vulnerable populations such as indigenous people, disabled and survivors of SGBV. All the participating institutions have implemented a community project for the population of interest, monitored and coordinated by UNHCR. The project is a basic prerequisite for certification. In practical terms, this means that the NGOS and the government financed 30 projects that benefit the population of interest, which represents a key step in capacity building. There was no requirement of previous university education so all institutions had access to the certification regardless the academic level of their personnel. Strengthening the protection networks for the attention and response of SGBV cases, as expressed on the state of Zulia SOPs.
