Working environment
- The protection environment in Israel continued to deteriorate after the adoption of policies and laws that deter new arrivals and encourage further departures.
- The mandatory period of residence at Holot Centre, which houses the majority of male Eritreans and Sudanese, was reduced to 12 months; however, a detention-oriented regime remains.
- Despite few new arrivals, the non-recognition of refugees continued. Of the more than 31,400 Eritreans and 8,300 Sudanese in Israel, only four Eritreans and no Sudanese have received refugee status by the host government.
Population trends
- There were some 31,400 Eritrean, 8,350 Sudanese, 2,800 people from other African countries, and 550 other persons of concern to UNHCR in Israel.
- As a result of various push factors, a number of Eritreans and Sudanese have enlisted for “voluntary departures,” thus decreasing slightly the number of persons of concern to UNHCR from approximately 46,400 to 43,200 throughout 2015.
- The arrival of 220 Sudanese were recorded in 2015 (compared to 21 in 2014).
Achievements and impact
- Implemented capacity-building of the Ministry of Interior and judges in refugee law.
- Interventions by legal partners reduced the mandatory period of residence in Holot Centre from 20 months to 12 months. In addition, the re-detainment of 179 asylum-seekers was prevented; 30 people were released from detention; and 36 summons were cancelled.
- Weekly monitoring of detention centres were carried out to identify protection needs and victims of trafficking or torture, as well as to provide access to asylum and adequate treatment.
- The Solutions Strategy was finalized for government approval, which will result in improvements for Eritreans and Sudanese if accepted.
Unmet needs
- Coupled with limited solutions, legal and policy framework does not provide adequate protection.
- 437 asylum-seekers supported with skills training, but no funding was available for 163 others.
- Emergency financial support was provided to 61 vulnerable asylum-seekers and their families, but 59 vulnerable asylum-seekers received no support.
- Limited support to private community-based babysitters/lack of services for children-at-risk: 45 private babysitters without training; UNHCR’s partner treated 173 of 271 identified cases of child abuse.
