The Government of Egypt, represented by the Ministry of Foreign Affairs, remains the main UN counterpart for policy and coordination of the 3RP Country Plan for Egypt. The plan aims to strengthen protection and support for Syrian refugees and host communities. To address the needs of refugees and the most vulnerable among impacted communities, targeted assistance will be focused in the areas of protection, food, health, education, livelihoods and basic needs, along with community-based interventions to enhance outreach and strengthen service delivery systems in the most impacted governorates.

The Government of Turkey is the main responder to the emergency. Under the leadership of the central government, a field coordination structure is established at the governorate level, with the provincial governors taking the lead in field coordination, with the field presence of AFAD, DGMM and other concerned ministries. 3RP partners are providing inputs to these government coordination meetings. As Turkey leads the response and has already developed a rights based national asylum framework, the overall strategy of the 3RP responses is to strengthen national capacity to ensure sustainability and national ownership of interventions.

Five years into the Syria conflict, Lebanon continues to generously host 1.5 million Syrian displaced. The country has so far successfully navigated the tide in maintaining stability. This has been possible due to a shared culture of pluralism, openness and co-existence. The 2016 Lebanon Crisis Response Plan, as the 2015 chapter, brings together the Government of Lebanon (GoL) and national and international partners to deliver integrated and mutually reinforcing humanitarian and stabilization interventions. The 2016 plan proposes a US$2.48 billion appeal plan to provide humanitarian assistance and protection to almost 2.8 million highly vulnerable individuals and invest in services, economies and institutions reaching the most vulnerable communities.

The Iraq 3RP plan has been designed as a joint and comprehensive exercise in collaboration with all stakeholders, including the Government of Iraq and the Kurdistan Regional Government. As 62 per cent of the refugees reside in the urban and peri-urban areas, additional efforts will be made to reach out to this dispersed population and their hosts. Multi-purpose cash assistance and livelihood projects linked with local markets to reinforce resilience will be prioritized. The management of refugee camps and the provision of basic services will be consolidated in coordination with the local authorities to achieve further sustainability. In Iraq, it is important to note that there is a mixed situation and that efforts have been made to align the refugee response with the IDP programme as presented in the Iraq Humanitarian Response Plan.

This discussion paper – Regional Trends in the Impact of the Syria Crisis on Livelihoods and Opportunities – examines the economic impact of the crisis, the micro-economic costs in markets and livelihoods, and how the evidence about impact can inform new resilience-led strategies to generate more development and to spark growth in the midst of the refugee crisis. The author, Professor Roger Zetter, an expert on the economics of refugee crises, has drawn on his research and field experience measuring the micro-economic impact of refugees, in both this region and elsewhere. The strategies and recommendations which he sets out involve a multi-sector approach, ranging from protection to the private sector, and they aim to drive policy towards a more equitable solution for the displaced and a path that delivers more growth for the affected host countries.

This discussion paper – Regional Trends and Patterns in Social Cohesion: The Impact of the Syria Crisis on the Social Structures of Countries Affected – tackles the issue of social cohesion in the regional impact of the Syria crisis. It explores how the crisis is affecting community relations and social cohesion, and how the challenges can best be addressed, so that resilience is built in host communities and social peace is strengthened. Finding answers to these questions is an essential part of delivering a successful humanitarian and resilience response, as in this way we can better plan actions and interventions to alleviate and reduce the risk of tensions and discord. Through consultations with experts and government officials, and research on recent data and experience from the field, our authors bring evidence to the debate about these questions. Their recommendations show how practical action can optimize the response for both the Syrian refugees and their host communities.

In October 2015 the Gender-Based Violence Information Management System (GBVIMS) Task Force compiled and generated the Mid-Year report. This report covers incidents reported to the GBVIMS agencies from 1st January to 30th June 2015 in Amman Governorate, Irbid Governorate (including Cyber City and King Abdullah Park), Mafraq Governorate (including Zaatari Refugee Camp), Azraq and Emirates Jordanian Camps. It provides specific non-identifiable information on survivors, types of violence, perpetrators, country and location of incidents, and service provision to the population affected by the Syrian refugee crisis in Jordan in camp and urban settings.

Mid Year Update

This briefing note summarizes the recent Workshop on Engaging Men and Boys in SGBV Programming. The Senior Gender Capacity Advisor and the Sector Gender Focal Points Network, the SGBV SWG identified engaging with men & boys as one of the priorities for 2015 and this is reflected in the 2015 SGBV SWG Work Plan as one of the specific objectives. For the SGBV SWG, it is important to ensure that SGBV service providers are aware of tools and strategies to effectively include and engage men and boys to: • Deepen understanding about the importance of engaging men and boys in SGBV prevention work and meet the needs of male survivors in SGBV response; • Share strategies and tools for inclusion of men and boys in SGBV response and prevention activities. • Identify actions to enhance the engagement of men and boys in SGBV programming at organizational and working group levels.
