Tchad: manifestation de jeunes diplômés au chômage à Ndjamena

Au Tchad, des diplômés sans emplois ont manifesté ce jeudi pour revendiquer la réinstauration des intégrations à la fonction publique. Début 2016, le gouvernement a annoncé que l’intégration à la fonction publique est suspendue. Seuls sont recrutés des remplacements de poste à poste et des contractuels qui ne garantissent pas les mêmes avantages qu’en cas d’intégration. Le sit-in qu’ils tenaient devant le ministère de l’Education nationale a été dispersé par les forces de l’ordre.
La coalition des lauréats en instance d’intégration voulait organiser un sit-in ce jeudi matin pour se faire entendre. Au bout de trente minutes, la police est entrée en action et pour disperser les manifestants qui ont été rejoints par les élèves du plus grand lycée de la capitale. Le sud du Tchad accueille depuis bientôt deux ans des populations fuyant les affrontements en République centrafricaine. Parmi elles, des Tchadiens établis de longue date en Centrafrique qui ont depuis refait leur vie à Sido, ville frontalière de la Centrafrique. Au vu des traumatismes, beaucoup ne comptent plus repartir de sitôt dans leur pays d’adoption. Madjiasra Nako était à la frontière centrafricaine.

After fleeing violence in the Central African Republic, Jacob’s family find a new home in Chad, where generous locals have greeted them warmly.
Time seems to have stopped in Dilingala, a sleepy farming village in southern Chad. But for many local residents, including 40-year-old Nicolas, life is forever changing. The violence ravaging the Central African Republic, just 50 kilometres from here, spilled over into Dilingala a year ago. Now, Nicolas hosts a refugee family whose home was burnt down, their cattle and property stolen. “People from Central Africa are our brothers,” he says. “They gave us shelter when our own country was at war. We owe them hospitality.”

Depuis Janvier 2014, le manque de financement des bailleurs de fond a poussé le Programme Alimentaire Mondial (PAM) à réduire de 60% les rations alimentaires dans les camps de réfugiés Centrafricains installés au Tchad. Dans la région de Goré - au Sud du Tchad - alors que certains déplacés, installés ici parfois depuis plus de 10 ans, ont pu trouver un revenu par l’agriculture ou le petit commerce, ont gagné une part d’autonomie, les derniers arrivants luttent pour survivre. Ils ont souvent marché deux à quatre mois dans la brousse avant d’atteindre le Tchad. Ils arrivent épuisés, malades et mal nourris. La plupart des familles sont musulmanes et ont échappé aux règlements de comptes qui perdurent depuis le coup d’état et le départ du président Boizizé. N'DJAMENA, Chad, May 12 (UNHCR) – When the latest round of conflict in Central African Republic erupted last December, 30-year-old Moussa was studying law at Bangui University.
"I wanted to defend people," he recalls six months later in neighbouring Chad, adding that as the conflict worsened, "I realized how helpless I was." Like thousands of others, including many students in higher education, he fled the country to escape the mounting intra-communal and religion-based violence.
Moussa ended up in Chad, which has received almost 100,000 people – mostly Chadians – fleeing from the Central African Republic, including close to 2,000 Central African refugees in eight transit centres set up in the capital, N'Djamena.

N'DJAMENA, Tchad, 12 mai (HCR) – Lors de l'éruption du conflit en République centrafricaine en décembre dernier, Moussa, âgé de 30 ans, étudiait le droit à l'Université de Bangui.
« Je voulais défendre les gens », se rappelle-t-il six mois après, depuis le Tchad voisin, ajoutant qu'avec la dégradation du conflit, « J'ai réalisé combien j'étais inutile. » Comme des milliers d'autres, y compris des étudiants en études supérieures, il a fui le pays pour échapper aux violences intercommunautaires et religieuses.
Moussa a rejoint le Tchad, qui accueille près de 100 000 personnes – pour la plupart des Tchadiens – ayant fui la République centrafricaine, y compris près de 2 000 réfugiés centrafricains dans huit centres de transit établis dans la capitale, N'Djamena.

GORE, Tchad, 14 avril (HCR) – Asia* et sa famille n'ont pas eu le temps de faire leurs bagages. « J'ai dépensé passer la plupart de mon argent, soit 10 000 FCFA (environ 20 dollars), pour rejoindre le Tchad. Nous n'avions rien quand nous sommes arrivés et je devais nourrir mes enfants », dit-elle.
Depuis début 2013, environ 23 000 réfugiés de la République centrafricaine (RCA) ont fui la violence et les violations des droits de l'homme et ils ont rejoint le sud du Tchad.
En arrivant à la frontière sans argent en plus d'être traumatisés par la violence, la plupart des réfugiés centrafricains choisissent d'être transférés, avec l'aide du HCR, vers un camp de réfugiés où ils reçoivent de la nourriture et quelques articles domestiques de première nécessité, et où ils auront accès à l'eau potable, au logement, à l'éducation et aux soins de santé.

Skilled Central African workers, students and professionals find shelter in Chad

N'DJAMENA, Chad, March 5 (UNHCR) – In the past three months, the government of Chad has evacuated about 16,000 people to N'Djamena from the Central African Republic amid mounting violence and religious persecution in the neighbouring country.
Most of those brought to the Chad capital have been Chadian nationals or refugees, but more than 1,000 are from the Central African Republic and some other countries, mainly educated people from urban areas. They managed to board flights out of Bangui during the confusion of evacuation. These flights were suspended by Chad on February 20, but people continue to arrive overland.
UNHCR and the National Commission for the Reception and Reintegration of Refugees and Returnees have been interviewing and pre-registering these people at eight transit centres in N'Djamena, including the Transit Centre No. 3 in the city's Paris-Congo area.

GORE, Chad, 11 April (UNHCR) – Asia* and her family had no time to pack their belongings. "I had to spend most of my cash, 10,000 FCFA (about USD 20), to get to Chad. We had nothing when we arrived and I had to feed my children," she says.
Since early 2013, an estimated 23,000 refugees from the Central African Republic (CAR) have fled violence and human rights abuses and crossed the border into southern Chad.
Arriving at the border with little in hand and traumatized by the violence they fled, the majority of refugees from CAR opt for relocation, facilitated by UNHCR, to a refugee camp where they receive food, and assistance with basic household items, and will have access to potable water, shelter, education and health.
