Guinea
The government of President Alpha Condé has made some progress in addressing the serious governance and human rights problems that characterized Guinea for more than five decades, and in ensuring accountability for past atrocities, including the 2009 massacre of unarmed demonstrators by security forces. However, the judiciary remained weak and violence during the 2015 presidential election run-up deepened ethnic tensions between groups. While reports of abuses by security forces have declined significantly, they were nevertheless implicated in numerous incidents of excessive use of force and criminality, especially against supporters of the political opposition.
