Article 17 of the Ukrainian Law on Citizenship establishes the provisions for the naturalization of "foreign citizens and stateless persons" (Pravda Ukrainy 14 Nov. 1991; UNHCR July 1993). According to an official of the Embassy of Ukraine in Washington, DC, individuals who were born in Ukraine but who emigrated to Israel before 14 November 1991, the date on which the Law on Citizenship came into force, would have to go through the same naturalization procedure as other foreign citizens (Embassy of Ukraine 17 Mar. 1994; UNHCR July 1993, 71-2).
There is no information available among the sources consulted to indicate to procedure for obtaining a propiska after obtaining Ukrainian citizenship.
