According to the director of the Human Rights Division of the World Congress of Free Ukrainians, a law on freedom of religion was recently adopted, thereby allowing believers of the Bahai faith to practice freely (11 Feb. 1994). She indicated that under the communist regime there were cases of Bahais being abused, but she is not aware of any new cases since the independence (ibid.). The source indicated that the law on freedom of religion has been implemented at the federal level, but complete freedom of religion at the local level still has not been attained (ibid.).
A representative of the Bahai faith in Ottawa corroborated the information that the Bahai faith has been practised freely in Ukraine since the end of the communist regime (11 Feb. 1994). Country Reports 1992 corroborates this information as well as the problems that exist at the local level (1993, 954).
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
