A draft of the new Constitution of Ukraine, prepared by the Working Group of the Constitutional Commission of the Parliament of Ukraine, states the following in Article 38:
The citizens of Ukraine are entitled to freedom of movement and free choice of place of residence or stay within the borders of Ukraine and have the right to freely travel from Ukraine abroad and to return to it on conditions specified by the law (Jan. 1992).
However, as of 23 March 1992, the parliamentary commission was reportedly still working on preparing the new constitution (RFE/RL 3 Apr. 1992, 76).
Limited information related to residence permits is currently available in the REFINFO database (keywords: residence, USSR/Russia/Ukraine, 1991/1992); in particular, Response to Information Request SUN10128 of 29 January 1992 may be of interest. Information on the procedures involved in the return to the Soviet Union, before its dissolution, of a Soviet national with permanent residence abroad is contained in Response to Information Request SUN9684 of 14 November 1991, also available in the REFINFO database.
