Please find attached a copy of a paper prepared by UNHCR Headquarters which was transmitted to the DIRB by the UNHCR Branch in Ottawa. According to this paper:
The Ukrainian nationality law (Art. 2) allows to certain categories of people who were not residing in Ukraine on 14 November 1991 to acquire Ukrainian nationality through a declaration, provided they (1) are not citizens of another state, (2) were born or were permanently resident in Ukraine and (3) express within one year from the entry into force of the law the desire to become an Ukrainian subject.
Nationality can, however, be acquired by application if the
person did not express the desire to become a Ukrainian subject
before 14 November 1992:
. . . [T]he five years residence requirement [for naturalization] does not apply to persons who [were born on the territory of Ukraine or] had at least one parent or grandparent that was born on this territory and who are not citizens of another state. These people have however to fulfill all other naturalization requirements and to file an application which will be examined by the competent authorities.
The DIRB has no further information on this subject at the present time.
