In May 1991, during the struggle to overthrow the government of Mengistu Haile Mariam, the Eritrean People's Liberation Front (EPLF) secured the province of Eritrea and set up an informal provisional government, separate from Ethiopia (Africa Report July-Aug. 1991, 6). According to Africa Confidential (25 Oct. 1991) the EPLF has stripped Eritrea of all vestiges of the former Ethiopian regime. New African (Nov. 1991) reports that plans are underway to rehabilitate the economy with the capital of wealthy Eritreans abroad (Ibid.). This source further states that the atmosphere in Eritrea is relaxed and festive as many exiles are returning home. The status of Eritrea in international relations remains ambiguous, however, as the future of Eritrea is yet to be determined by referendum scheduled for 1993. Information on the relationship between the ELP and the EPLF is currently unavailable to the IRBDC in Ottawa.
