Comments In accordance with this mandate, the independent expert identifies below a priority for implementing for the benefit of the populations of the poorest countries a recommendation that appears in her previous report (E/CN.4/2002/55), namely the reorganization of civil registration services in countries which have neglected or abandoned them. The recognition of citizenship is a minimum condition for the exercise and enjoyment of many rights and its practical expression is the issuance of an identity document. A questionnaire addressed to national authorities concerning civil registration services is attached to this report for approval (Annex 1).
