The Government

I. agrees

1. with the extension of temporary refuge status on the territory of the Czech Republic until September 30, 1997 to the citizens of the Republic of Bosnia and Herzegovina a to their family members as of the day of this decree,

2. to ensure to the persons on temporary refuge living in refugee establishments of the Ministry of Interior similar material conditions and medical care as to the asylum seekers,

3. to ensure necessary medical care to people on temporary refuge not living in refugee establishments and, after six months of residence in the Czech Republic, a humanitarian assistance in the form of financial benefit. The amount of the benefit is governed by the decree No. 735 from December 21, 1994 on Extension of Temporary Refugee until December 31, 1995,

4. to change the amount of financial benefits paid to the persons on temporary refuge living outside the refugee establishments of the Ministry of Interior, in accordance with the government Decree No. 219/1996, increasing the amount of living minimum,

5. to provide funding in the year 1997 up to the amount of 7,3 million Kc (Chapter General Cash Administration, line Funds for Refugees and Displaced Persons) for the purpose of payment of financial assistance to people on temporary refuge living outside the refugee establishments of the Ministry of Interior,

6. to continue the process of voluntary repatriation of people on temporary refuge from the Czech Republic to Bosnia and Herzegovina in the year of 1997, according to the government Decree No. 318 from June 5, 1996, on Voluntary Repatriation of People on Temporary Refuge from the Czech Republic to the Republic of Bosnia and Herzegovina and to continue the Czech Republic's contribution to the UNHCR Fund for Refugees and for the Reconstruction of Building in Bosnia and Herzegovina, within the extent set in the reasoning statement of the proposed material,

7. to provide budget funding up to the amount 6,1 million Kc from the chapter General Cash Administration, line Funds for Refugees and Displaced Persons for the year 1997 to the budget chapter of the Ministry of Finance in order to ensure the repatriation project as per I/6 of this decree,

8. to provide budget funding in the year 1997 up to the amount of 10 million Kc from the chapter General Cash Administration, line Funds for Refugees and Displaced persons for the year 1997 to the budget chapter of the Ministry of Interior for the basic reconstruction of the buildings on the territory of Bosnia and Herzegovina for repatriants.

II. Instructs

1. the Deputy Prime Minister and Minister of Finance to provide necessary budgetary funds in 1997 as per I/5, I/7 and I/8 of this decree,

2. the Minister of Interior in cooperation with the Deputy Prime Minister and Minister of Finance to ensure the implementation of the humanitarian assistance as per I/5 of this decree,

3. the Minister of Interior

a) to ensure to people on temporary refugee living in refugee establishments of the Ministry of Interior similar material conditions and medical care as to the asylum-seekers,

b) ensure that the financial assistance provided to people on temporary refuge living outside the refugee establishment of the Ministry of Interior as per I/5 of this decree reflects (as of 1.1.1997) changes in the amounts of social minimum,

c) ensure the continuation of the voluntary repatriation programme of people on temporary refuge in the Czech Republic as per I/6 of this decree,

d) ensure, through a chosen Czech NGO, conditions for the basic reconstruction of living units on the territory of the Bosnia and Herzegovina as per I/8 of this decree,

4. the Minister of Health

a) to ensure from the funds of the Ministry of Health necessary medical care for people on temporary refuge living outside the refugee establishments of the Ministry of Interior as per I/3 of this decree,

b) to ensure, that people on temporary refuge living outside the refugee establishments of the Ministry of Interior receive necessary medicine and medical assistance before their voluntary repatriation.
