The United Nations Population Fund and the United Nations High Commission for Refugees, in cooperation with the United Nations Children’s Fund, the International Rescue Committee and the International Medical Corps conducted an evaluation, in 2015, examining the extent to which the minimum standards for GBV prevention and response, outlined in 2005 IASC Guidelines on GBV interventions in Humanitarian Setting, in the health, shelter, WASH sector responses in Jordan, Lebanon, Iraq and Northern Syria. The findings of the evaluation revealed that the 2005 IASC GBV guidelines were generally not well known and that the sectors generally felt that the responsibility of implementing GBV guidelines rested on the GBV working groups. Furthermore, the evaluation found that no measures of accountability were taken when sectors failed to integrated essential actions to reduce risk of GBV. It is hoped that the findings of the evaluation will support the roll out of the 2015 revised GBV guidelines and feed into the sector appeal processes such as the Refugee Resilience Response Plans and Whole of Syria Strategic Response Plans of 2016. In October 2015 the Gender-Based Violence Information Management System (GBVIMS) Task Force compiled and generated the Mid-Year report. This report covers incidents reported to the GBVIMS agencies from 1st January to 30th June 2015 in Amman Governorate, Irbid Governorate (including Cyber City and King Abdullah Park), Mafraq Governorate (including Zaatari Refugee Camp), Azraq and Emirates Jordanian Camps. It provides specific non-identifiable information on survivors, types of violence, perpetrators, country and location of incidents, and service provision to the population affected by the Syrian refugee crisis in Jordan in camp and urban settings.

Mid Year Update

The Jordan Refugee Interagency Taskforce (IATF) oversees the humanitarian response to people seeking refuge in Jordan away from the crisis in Syria. The responses are organized into the following sectors: Basic Services; Education; Food Security; Health (including Mental Health, Nutrition and Reproductive Health); Protection (including Child Protection, Sexual and Gender-Based Violence and Mental Health/Psychosocial); Site and Shelter; and WASH.

This briefing note summarizes the recent Workshop on Engaging Men and Boys in SGBV Programming. The Senior Gender Capacity Advisor and the Sector Gender Focal Points Network, the SGBV SWG identified engaging with men & boys as one of the priorities for 2015 and this is reflected in the 2015 SGBV SWG Work Plan as one of the specific objectives. For the SGBV SWG, it is important to ensure that SGBV service providers are aware of tools and strategies to effectively include and engage men and boys to: • Deepen understanding about the importance of engaging men and boys in SGBV prevention work and meet the needs of male survivors in SGBV response; • Share strategies and tools for inclusion of men and boys in SGBV response and prevention activities. • Identify actions to enhance the engagement of men and boys in SGBV programming at organizational and working group levels.
